The problem

Nothing is designed once, and nothing is stopped

A European group can know perfectly well that it must change without being able to determine what should be common, what must legitimately differ by country, which initiatives to launch, and which to delay or stop. The result is almost always the same: each country runs its own modernisation, with its own vendors and its own timetable. Nothing is designed once and reused. Nothing is formally stopped either.

The problem is not a lack of initiative. It is the absence of a decision about what belongs to the European core and what belongs to the national overlay.

The differentiator

One European core, several national realities

The engagement separates three layers. This structure prevents the two symmetrical errors: imposing an excessively centralised model, or recreating the entire transformation separately in every country.

European core — designed and governed once

Strategic objectives, architecture principles, core processes, common data definitions, cybersecurity principles, group-level controls, shared performance indicators, technology-selection rules, governance standards.

National overlay — adapted by country

Legal implementation, labour and employee-representation requirements, tax and accounting processes, electronic invoicing, reporting, language, national funding mechanisms, supervisory authorities, sector-specific authorisations.

Local operating layer — depends on context

Customer expectations, market maturity, local distribution, existing systems, available skills, partner ecosystems, site operations.

European Union

A common regulatory baseline, national transposition and implementation checks, cross-border operating principles, data and system interoperability requirements, country-specific implementation annexes.

European Economic Area (Norway, Iceland, Liechtenstein)

EU legislation must not be assumed to apply in the same manner or on the same date. Its incorporation into the EEA Agreement must be verified. The EU AI Act, for example, is identified as EEA-relevant, but its incorporation remains subject to the EEA process. The Blueprint therefore includes an EEA Incorporation Check whenever one of these countries is in scope.

Other European markets (Switzerland, the United Kingdom and others)

A separate jurisdictional overlay distinguishing applicable national law, EU extraterritorial effects, contractual requirements, data-transfer conditions, market-access requirements and sector-specific obligations.

Competitiveness before compliance

Regulation is a design condition, not the only reason to transform

Regulation is treated as a design condition, not as the only reason to transform. The engagement asks the value questions first — where is value lost, which capabilities limit growth, which dependencies create risk, which data cannot currently be used, which processes prevent scaling, which technology choices reduce strategic flexibility — and then integrates compliance requirements into the target design.

What is not included

The Blueprint separates the European core from national overlays, sequences the workstreams, costs the investment and installs governance with cross-border decision gates. It does not deliver the transformation or run the projects. It does not replace national legal, tax or accounting advice, does not constitute regulatory approval or certification, and does not substitute for specialist technical studies. The regulatory assumption register records what must be verified, by when and with which authority — it is not a legal analysis.

Yes. Norway participates in the Single Market through the EEA, but EU legislation must not be assumed to apply in the same manner or on the same date. Every engagement including Norway, Iceland or Liechtenstein triggers an EEA Incorporation Check.

It is frequent, and often the most profitable outcome. Stopping a project is a decision in its own right, documented and argued like any launch.
