The problem

An available programme has never made a weak project sound

An ERP, data, AI, cybersecurity or industrial modernisation project can look sound without being ready to launch. Quotations vary by a factor of three, nobody has costed the current situation, and the mention of a support programme suddenly makes the matter urgent. That is the wrong order: an available programme has never made a weak project sound.

The differentiator

Cross-border principle: four questions, never merged

The ability of Carrefourduweb to advise across Europe is distinct from the eligibility of the client or the project under a national scheme. The engagement therefore separates four questions:

Service delivery

Can Carrefourduweb perform the assignment in the country concerned?

Applicant eligibility

Which company, subsidiary, public body or partner is entitled to submit?

Project eligibility

Do the activities, costs, location and timetable match the programme?

Funding eligibility

Which expenditure can be supported, and under what conditions?

Confusing these is the most expensive mistake in cross-border funding, and it is made early. Carrefourduweb is an independent advisory firm established in France, serving organisations across Europe, with a specialisation in the Nordic and Northern European markets — which is precisely why each of these four questions is verified explicitly rather than assumed.

Two scores

Two separate scores

Investment Quality Score

Assesses whether the project is a sound business decision: strategic relevance, value creation, affordability, technical feasibility, organisational capacity, risk, long-term relevance.

Funding Readiness Score

Assesses whether it can credibly be presented to a funder: applicant eligibility, project eligibility, additionality, innovation, evidence, impact, co-financing, partnership, timing.

A project may be a strong investment but a weak funding candidate, or fundable yet an unsatisfactory investment. The most common trap is the latter: a grant never compensates for a poorly framed project — it funds part of the cost while the company carries all of the risk.

The funding opportunity must never replace the investment decision.

Nordic market adaptation

Not one uniform administrative market

The Nordic region is not one uniform administrative market. Country-specific requirements may apply to company eligibility, public funding, taxation, state aid, accounting, employment, procurement and local-language documentation. The Nordic dimension of a project may sit in the target market, the investment location, the operating company, a technology or research partner, the funding authority or the consortium — and each is verified rather than assumed.

What the deliverable looks like

You receive a structured report, walked through together in a decision session. The previews below show its structure and level of detail.

Cross-border principle and evidence register: the four eligibility questions — service delivery, applicant, project, funding — set against a register linking each claim to its source, reliability and supporting evidence.

Local validation and independence

Who leads, and who validates locally

Carrefourduweb leads the overall decision, investment and execution framework. Local specialists are involved where the project requires national legal advice, tax or accounting validation, local funding interpretation, engineering studies, environmental certification or local-language submission review. Carrefourduweb does not claim to replace regulated or formally authorised professionals.

The service is independent of software vendors, implementation companies, banks, funding agencies, technology suppliers and consortium partners.

Terms of the engagement

No funding or compliance guarantee

Identifying a relevant programme does not guarantee applicant or project eligibility, selection, the amount awarded, the payment timetable or continued programme availability. A readiness assessment does not constitute legal certification, regulatory approval, cybersecurity certification, financial certification or formal funding approval. The engagement improves the quality of the decision, the evidence and the preparation of the project.

FAQ

Questions you're likely to ask

No, and nobody can. The decision belongs to the awarding body. What the engagement improves is the quality of the project, the strength of the evidence and your preparation for the funder's questions.

No. It is agreed in advance and independent of the outcome. That is what separates us from a broker: our interest is that you make the right decision, not that you submit an application.

Yes. Our ability to advise is separate from your eligibility under a national scheme — that distinction is the first thing the engagement settles. Which entity may apply is often the single most consequential question, and it should be resolved before an application is prepared, not after.

That is a result, not a failure. A documented, argued decision not to commit is frequently worth far more than it costs.

No. The engagement is independent of vendors, integrators, banks and awarding bodies. Any commercial relationship that could affect that independence would be disclosed.

A small number of one-hour interviews per function, plus document transmission. Most of the work happens outside your teams.
